National and Municipal Plans

The following National Plans have been developed over the past decade:

1. Draft Disaster/Emergency Standard Operating Procedures & Contingency Plans (September 2000). National Emergency Management Agency (NEMA), Ministry of National Security.

2. National Flood Contingency Plan (March 2003). National Emergency Management Agency (NEMA), Ministry of National Security.

This year, the ODPM worked with the City of Port of Spain City Corporation to develop a Mass Egress Plan. That Plan belongs to the City, but the Executive Summary can be viewed below.

Draft Plans Currently Under Review

The ODPM and the Caribbean Disaster Emergency Management Agency (CDEMA) have facilitated stakeholder workshops in 2011 to develop the following documents. The ODPM is now asking relevant stakeholders to review the documents and provide written comments to the ODPM by September 30, 2011. Comments can be sent to Mr. Safi Rennie in the Preparedness and Response Unit via email ( or fax (640-8988).
